In order to promote LED explosion-proof lamps, the state has made systematic deployment from the perspective of overall strategy. In 2012, the State Council allocated 2.2 billion yuan to support the promotion of energy-saving lamps and LED lamps; The Ministry of Commerce launched the energy-saving demonstration of hundreds of cities and thousands of stores; The national development and Reform Commission and other six ministries and commissions jointly issued the semiconductor lighting energy conservation industry plan. The introduction of this series of policies has played a significant role in promoting the semiconductor lighting industry. Accordingly, local policies have been introduced continuously. More and more regions are making efforts to build semiconductor lighting industry bases, formulating semiconductor lighting industry plans, issuing various support policies, and carrying out semiconductor lighting application demonstration projects.
With the help of the policy, 37 pilot cities have implemented more than 2700 demonstration projects, applied more than 7 million LED lamps, and saved more than 2.1 billion kwh of electricity per year. The regional pattern has basically taken shape. 15 industrialization bases, including Xiamen, Shanghai, Dalian, Nanchang, Shenzhen, Yangzhou and Shijiazhuang, have initially formed industrial clusters with certain supporting capabilities; The 37 pilot cities of ten cities and ten thousand lamps approved by the Ministry of science and technology have played an exemplary role in promoting the integration and application of semiconductor lighting technology; The Pearl River Delta has become the production base of application products in China, with more than 50% of semiconductor lighting enterprises concentrated. The industrial scale has achieved sustained growth. The annual output value in 2012 reached 192 billion yuan, an increase of 23% over 2011. Strategic emerging industries have basically taken shape. The standard inspection system has also been gradually improved. The standard revision plan mainly focuses on the test methods and performance requirements. The formulation of the new standard mainly involves equipment and materials, devices and modules, light sources and lamps, lighting application and energy efficiency.
In terms of application, China is the manufacturing base of global lighting products. In 2012, the output value of LED general lighting was close to 42 billion yuan, an increase of 40%; The total annual output is 310 million, with a significant increase in the number; The manufacturing capacity and export volume of LED lighting products rank first in the world. Led accounts for an increasing proportion in general lighting, and commercial lighting and public lighting have become key application fields. In the field of outdoor lighting, the penetration rate is relatively high, but the overall market penetration is still low, only 1% in 2011 and more than 3% in 2012; The initial demonstration project drives the transformation of municipal system to become the main market for lighting applications, focusing on public lighting fields such as roads, tunnels, squares and subway lighting; Commercial lighting has become the fastest-growing segment application market with good economy.
